DfE Criminal Record Check Update
Department for Education (DfE) announced the subsidy for enhanced criminal record checks from the Disclosure and Barring Service (DBS) for childcare settings would cease from 1st July 2013.
Individuals and providers are now required to pay the full cost of obtaining a criminal record check in order to be registered with Ofsted and to be employed in a registered childcare setting.

It remains our intention to continue to support the early year’s sector through our online system, enabling results to come back quicker, and offer high levels of customer advice and support.”
“TMG CRB will also support its clients through the forthcoming changes to be introduced by the DBS; known as the Update service and Applicant-only certificate.”

80% of disclosures are returned from the DBS in ten days or less. This allows you to place staff into settings more quickly whilst reducing administration time and cost.
On 1 December 2012 the Criminal Records Bureau (CRB) and the Independent Safeguarding Authority (ISA) merged to form the Disclosure and Barring Service (DBS).
The CRB application form was replaced with a new DBS application form. The new form reflects the change of name from CRB to DBS and a new logo, together with some wording and format changes. All key processes and information required to complete the application form remain unchanged.
- DBS application forms became available for use from 1st December 2012
- From 1 February 2013 only DBS application forms should be used
- Any old style CRB application forms received after 1 February 2013 will be invalid

Frequently Asked Questions
Why do I need to sign a contract with TMG CRB?
Organisations who wish to use TMG CRB as their criminal record check provider must comply with the DBS Code of Practice. In signing our service contract you are agreeing to comply with the DBS Code of Practice. Click here to view DBS code of practice.
Will Ofsted continue to process Disclosure certificates?
Ofsted will continue to process Disclosures for the registered day care provider and day care managers only as part of the registration process.
How long does the process take?
The DBS aim to process 90% of all Enhanced Disclosures within 28 days.
Do I need a Standard or Enhanced Disclosure?
DfE have specified that all Disclosures are Enhanced.
Do I need to recheck my staff?
Ofsted published the following statement in a bulletin, 14th October 2005:
- At present there is no requirement to carry out a check in respect of an employee who has been with the same provider since obtaining an Enhanced Disclosure, or since appropriate checks were made on initial employment if this pre-dated the CRB
- If the policy changes, everyone affected by the change will be informed
- Employers have the discretion to do repeat checks if they wish
Student Early Years Settings?
If a student is working in your day care setting for a period of three or more months, the DfE recommend that you carry out a criminal record check.
Any student working for shorter periods of time should have a criminal record check done through their training organisation.
